Oil cans and silos
An oil can takes 24 scrap to manufacture while an oil silo aka tank takes only 6 scrap?
To me, it looks like these are reversed and the oil can should take only 6 scrap with oil silo at 24.

My reasoning behind this is oil cans are not refillable and for each oil extract a new can has to made. An oil silo is a building you only make once and pickup.

I've misplaced my spreadsheet (took a couple of hours to make) when balancing the game.
There are some hidden reasons to some of it, and is balanced in a way that makes the grind worthy; that said balancing the bottles and cans was a pain in the rear with bugs.

I'll fire up Unity later and recreate the spread sheet; if you have access to Discord I could send a copy of it; it will take some time to re-create.
I'll be back round 12:00 GMT and it will take approx 10 - 15 hours to recreate, thankfully I'm not planning to fully re-balance it: Change one thing and anywhere between 10 - 90 things have to be changed.

When it came to the silo's I was trying to keep the materials down; the grind before was a nightmare and the silos cost was over 10x higher then it's current one in game.

I am more concerned about the cost on the oil cans being 24 scrap each, that's a huge grind when you have vehicles to fuel.
Unfortunately There were some perimeters I can't over rule (they were suggested by the higher up)

Okay, yeah I understand. I sent you a message on discord on the same subject, just ignore it.
Seems that I underestimated the length of time it's going to take to re-create the spread sheet, so I've sent you a couple of screen shots (currently I would recommend buying the empty oil bottles)
