How do I use dual wield attack skills?

I unlocked celestial blades, then bought the attack skill dual revolution, but the skill doesn't show up anywhere in my palette.

You need to equip a sword in the second hand slot, where shields would normally go.
The game will auto-set Celestial Blades as your EX Skill. After that, go to the Set Palette screen, and it should be pretty obvious from there.

Yeah. You need to have two One-hand swords equipped to use Celestial Blades. Simply having one sword equipped and setting Celesital Blades as your Ex Skill will not allow you to use the skills.

** This only applies to Attack skills. Buff skills in Celestial Blades such as Crisis Crescendo can be used even without two One-Hand Swords equipped.
