but since it seems broken for some people you can middle click (clicking your mouse wheel) to issue orders to crew members middle click their name plate on the crew list to issue an order to them specifically or anywhere in the game world to issue orders most relevant to character classes.
Orders can be broadly defined in a few categories
Maintenance: Ship upkeep and repairs you can issue orders to repair ship devices (mechanical electrical or both) Fix leaks, refill oxygen or batteries, and cleaning up items off the floor
Operate: have the crew member use a ship system you can issue orders to turn the reactor on or off, steer the ship to its destination back to the mission start or to hold position, Operate any ship gun
Emergency: Deal with immediate highly dangerous problems with this sub menu you can order crew to fight fires, combat intruders on the ship (crew should automatically seek out any available weapon when faced with an enemy if they do not currently have one), and perform medical treatment (they will seek out medical supplies if they do not have whats needed)
Movement: Order crew members to move or prepare for something you can issue a follow order where the crew member will attempt to remain next to you until the order is canceled, wait order will have them never move from their current location, prepare for expedition will have the crew member gather supplies to leave the submarine including a diving suit beacon handheld sonar and scooter, return will have the crew member return to the submarine if outside of it.
Contextual: These orders are accessed slightly differently than others to open the contextual orders menu you must hold shift+middle click and you can access certain orders based on what your cursor is touching
if its over no objects then you can issue a wait here order similar to the movements wait order but the crew member will go to the designated position first, you can also issue a follow order from this menu
If over any object you can issue an ignore order which will prevent crew members from interacting with that object if the object is already on ignore you can remove the ignore you can also initiate a wait here order but not a follow order
When over a storage container you can additionally order a clean up items command
When over an o2 shelf or battery dock you can order refill o2 or refill batteries respectively
Keep in mind that human players are unlikely to actually follow any orders given but giving them orders as the captain with the right talents can grant them buffs orders will also give them markers to follow which can be helpful on larger subs. Bots will always attempt to follow any orders given though and this is the primary means by which you get them to do things. Bots ordered to follow or hold position will not drop any items they are holding while otherwise if you attempt to give them crates containers or have them hold a diving suit they may drop them on the spot especially if any other order is active you can also have up to 3 orders active on each crew member and can drag them around by holding your left mouse button to adjust order priority left being highest and right being lowest.
