Hi, the hotfix was announced today via patchnotes as always. You can see it, including the full changelog, here: https://steamcommunity.com/games/602960/announcements/detail/3174484827448050640

Or, if you mean the actual update and not today's patch, that was announced the week before! You can browse earlier news posts under the Events and Announcements subforum.

in the steam downloads there is a blue link next to games you are updating. the blue link says "patchnotes"
sometimes works, sometimes doesnt; apparently
