You will normally end up having all technologies and having done all quests by the end of the game. So you won't see something new by playing a 2nd time.
It has a lot of options and a lot to discover so a 2nd playthrough can be done, but outside of being able to complete the game faster, there's little point.
Second, what sort of gamer are you?
There are some people who have been playing since base game, have hundreds or thousands of hours in the game, and have replayed it to death.
I have a few hundred hours and have played through the game almost a dozen times.
So, for some people, they will say no because unless there's anything different, they don't consider it something to redo. Others will say 100% it's replayable.
For me, I like replaying because each time I learn to do things better, faster, more efficiently, etc. I also enjoy speed running these sorts of games.
So for me, I would say yes, yes it is replayable.
