100% cpu usage

have i5 4590 3.3 ghz
gf 1060 6gb
8gb ram

and game is load cpu to 100% on all 4 cores NO MATTER what graphics i use.
i tried very high and very low. and same result - 100% usage.
i..i can't explain it. in watch dogs 2 we had this like render distance or something which was responsible for cpu. but here...i unno. anyone have any idea or maybe a solution

We have same problem, a lot people has around 80-100 CPU usage so ur cpu is fine as mine too. We need to report this problem to Ubisoft so I hope they will do something with this.
