.cur files are Windows icons for the "Hardware Cursor."

You will find many well-known texture tools cannot open these .dds files, because they use a new D3D11 format (BC7). Compressed_DE05C799.dds is the one you are probably most interested in.
Any idea what program to use to export this? Online converters not working, GIMP with .DDS plugin not supported, InfraView failed, Paint.NET failed, and I don't own Photoshop programs.

There's an app called 123 Photo Viewer that can open all modern .dds files. You can right click and "Save As" a more common format such as .png :)
Compressed_271330B7.dds includes the finger and (for reasons I don't know, Steam's logo :P)
