Account Transfer

Hello All,
My son bought this game on my PC, now he has one of his own. I transferred the game to his PC via External HD, however the game refuses to open. When the game is clicked to run, it opens the steam store, and gives him the option to re-buy it.

How do you transfer the game to his account, cause i literally give to ♥♥♥♥♥ about it. Thanks for any helpful advice, and any non-useful comments as well!
