Yes it's still being maintained by the (new) developers, perhaps not as much as it used to be years ago though.
For me it's one of the best tradeoffs between playability and serious simulation, it's fun even though perhaps not 100% realistic.
Match-making is well designed, so it's easy to find people across multiple modes in multiple regions if necessary.
There are also many people running public community servers, often hosting popular modded content that automatically downloads for free when you join them.
