Sandstorm is a different beast and its mixed fanbases (for some it's too arcady, for some it's too realistic) the firesupport mechanic and the cosmetic system makes it hard to tackle for a successor.
One thing many players can agree to though is: IS2 was the perfect mix. It was simple but tremendous fun. A conversion would be a lot easier than Sandstorm. Put in other maps and more weapons from WW2 and you have DoI on top with almost no technical hurdle.
Still niche, true, maybe you would lose the more arcade players (on the other hand, it's mostly tied to gamemodes, not games if it comes to playerbases), but effort and outcome would be aligned with the typical business goals of those companies the franchise is owned by atm.
And it would be a big success, for old IS2 and new IS3 fanbases as well as new IS4 fans with a bit of marketing. And by all means, stuff like the firesupport-mechanic or different cosmetic options could come later with some DLCs.
