Technically it's the 3rd installment, first one was the mod which was the sh!t, the standalone source one I still play. I think a new one was due for sure but not the way they rushed it out, if you remember it was a cluster fk and they even put out an apology for rushing it. I think a new one should be made but not with EU3, they should wait for CS2 to come out and use that engine.
Game is 5 years old and is not a subscription service.
Must a dev update a once off payment product forever?

It is one off payment because dlcs are all optional and new players know what they are signing up for - you can view community hub, player count and the reviews before you buy into it. With that mindset they should keep updating every online FPS game forever just because you can still buy it.
if the game is good, then yea you should, dying light 1 still getting updates for example.
Hit the nail on the head there. Once Mikey and the original devs left I had no more interest in this game. Game is nothing but a joke now, completely different to how it should be or how the original developers envisioned it.
