Video games always give 5.56 and 5.45 the shaft, this game is no exception; AKM is probably the best PvP gun overall in my experience. The stats don't really matter anymore, just go for the biggest gun you can use. Or use small guns for the meme or something.
@OP big thing to correct here:
AKM is NOT lower caliber than a 5.56, it's actually a notably bigger round. It also imparts significantly more energy on target. It's noticeably slower in movement and tends to have less penetration owing to that lowered velocity, but it's energy transfer into target tends to be more efficient, leaving a bigger hole, albeit often having less soft tissue disruption relative to a 5.56 which tends to tumble after impact.
At any rate, 7.62x39 will usually have a more 'dramatic' effect on a 'soft' target like a head..
AKM and 5.56/5.45 are roughly on par in killing potential in this game. Most games that bother to model armor don't 'give the shaft' to 5.56 and 5.45, they tend to end up more effective against armored targets due to their higher penetrative capabilities (smaller cross section + more speed) The only times they aren't on par in sandstorm is when dealing with a rather short barrel, or, against the x39's favor, at extreme ranges. The AKM is so godly because of it's other characteristics, not it's damage. It is in that rate of fire sweet spot where you have total control, yet it is still fast enough to reliably drop before target can react and it's 'hidden' stat regarding the spray pattern is quite beneficial. There are a number of guns that outclass other nigh-identicals solely because their particular kick is slightly different and 'clicks' with people differently.
As an example, I'm garbage with a 74, but the 74u is a monster for me, and frequently brings an oddly high headshot rate, becasue my natural default point of aim tends to carry the second/third round in a burst into the target's head, while the 74 I feel like I miss 3/4 of a burst, even though it looks like I'm on target. Or, for a more 'direct' example, same situation, but M4 vs QBZ-03.
The AKM is legit my go to rifle when I'm doing min/max loadouts. You're absolutely dead-on about the ROF and recoil being in that sweet spot where you can still easily control it while hosing people down on full auto. You don't even need to put attachments on any of the AK family in this game honestly. they all absolutely slap with just irons.
My configs:
AKM: Typically just run it naked, sometimes will take a grenade launcher depending on what mode I'm playing. Optics are a waste of points on this thing.
AK-74: Never use it lol.
AKS-74U: Again, just run it naked. It's a CQB weapon so you really don't need optics.
Alpha AK: Drum mag and muzzle brake. It already has good vertical recoil stats so just slap a muzzle brake on it and it tones the horizontal recoil down to par with vertical.
And just for fun I like to run the SVD with irons, extended mags, suppressor and a laser sight for CQB. Real ♥♥♥♥ it's the scariest CQB gun in the game since 7.62x54 will body just about anything in one shot out to about 200 yards so any fights up close are a guaranteed one hit kill unless you shoot them in the toe or something.
Its likely that this is related to the whole damage system. Like if the body part receives x amount of damage, then it'll gib. With an additional multiplier to the alive target or something.
If a weapon deals >90 damage, then its most likely will gib at close distance(hence why Grease gun/Vector gib heads at approximately 5 meters), for the dead people you need a bit more than just one shot.
So, weapons that explode heads when target is alive... if my memory is working, these weapons do that - G3, FAL, all shotguns(but only with slugs), Grease Gun(low distance), SCAR, Galil ACE, TAVOR 7, Vector(low distance), all bolt action rifles, all AMRs, all HMGs, M1 Garand, Mk14, M110, СВД, ПКП, M240b, MG3, MR73 and Deagle.
I think thats it, a big damn list though, 26 weapons.

7.62x39 certainly does more than just a hole. I would link pictures, but this would probably get me banned.
