There's a technical reason for this. For 40 mm grenades it's not feasible to have individual manually operated safety devices. At the same time, they do require a safety to prevent explosions during handling, the warhead should not be armed unless it's been fired. The percussion cap sets off both propellant and the safety ejector fuse, which split second later removes it. RPGs have manually operated safety so they don't need any additional internal mechanisms for that.
