Report a translation problem
for me it was adding this to my launch options
-USEALLAVAILABLECORES
Plus
Turn off textures streaming
Turn off keep loaded textures in memory
I'm also using adaptive vsync from nvidia control panel and maximum power
I can cope with the textures taking a second to load as long as it doesnt freeze my game
So we have:
Limit FPS
Turn off texture streaming
Turn off keep loaded textures in memory

Delete all data in the folder: “%LOCALAPPDATA%\Insurgency\Saved\Config\WindowsClient”
How-To:
WIN + R
Copy and paste the folder location above.
Delete everything in this folder and start I:SS
Worked for me.
EDIT: My setting "textures streaming" was set to low, after I changed it to "off", it stutters like crazy. I changed it back to low.
My Rig: i5 6500, GTX 1060 3GB, 16GB RAM

Best is to set it to low and use High if needed.
Stuttering can happen when your fps constantly jumps from a low fps to a high one. If you cap fps to a low fps setting, then it wont jump to a higher fps, resulting in a low but constant fps.
