No compromise. Remove the fire support friendly fire reflection mechanic.
Don't tell me to calm down for posting a valid criticism of a stupid mechanic. Literally *nobody* uses fire support to troll by team killing, because it is far too slow. You want to TK someone put your gun to their skull and shoot till they die. Or use smoke grenades. Calling in artillery on someone as a troll? Impossible.
Sure go ahead and call one. Nobody will vote to kick. Either because they don't know how to call a vote or because they just don't care. This game is so chock full of terrible people that they don't care if you are being TK'd. It's almost like a troll in and of itself to not vote kick someone trolling.

You'd be surprised how few people use headset mics in 2020 while playing an FPS game. It's a lot. The vast, sweeping majority of my games are played with completely silent teammates and it sucks.
This is another good point of frustration. If a friendly and an enemy are close by and Cleric blasts them with the minigun, guess who gets friendly fire reflected back to them? The commander.
It's an asinine system that needs to be removed.
While I agree that damage reflection can be an annoyance.
There are things that you can do as a commander to adapt.
Whether the developers will change the system in the future.
I don't know. I wouldn't count on any major change to be honest.
As the commander, learn the time it takes for different support to arrive.
Learn for how long they last, how the mechanics differ & when to call it.
Can't expect developers to change the game, don't expect people to change.
Use the microphone to tell people what's coming, or learn when to call things.
Almost all fire support should be proactive, before your team gets is in danger.
If you know where the enemy will come, what routes they take, it's easier.
Learn how to angle the strafe to not hit your team, is another example.
30 seconds defense left, might be the best time to call artillery on the next.
I've played commander for several hundred hours, with less than 1% collateral.
I hardly ever damage or kill any of the team, even though we end with 0 support.
Meaning, we manage to use all available fire support by the end of the round.
So whether you like it or not, it's possible to work around any limitation present.
Just don't use fire support while you're attacking, only when defending. No one is gonna be rushing into your fire support if there's nowhere to rush.
You can kill 1 person before the reflection can actually kill you.
Except it is.
Lets not forget that the commander is often the idiot in these situations. Is the commander calling stuff in when the teammates are not having a problem pushing up close to point? Just because you can call fire support doesn't mean you need to.
