I have a Ryzen 5 2600 and i constantly hover around 50% usage
No problems here and I get 100-120 fps on an i7 11700, 16Gb DDR4 ram, RTX 3070 and the big difference is game is installed onto an SSD.
Like I said no problems from me so I'm not really bothered about anyone else.
I built my pc back in 2014 and haven't upgraded anything since. I'm running everything on very high, with 2x FXAA, and getting around 70-80 FPS, with drops to 50-60 on refinery when there's lots of stuff going on. I generally have 99-100% GPU utilization, and around 20-30% CPU utilization.
My guess would be that running everything on low switches the games prioritization to the CPU, so if you have a decent GPU try increasing the settings. I also use
-dx12 to force the game to run on Directx12, which I've noticed gives a decent fps boost. I've also done a bunch of small tweaks, which you can find by looking up sandstorm optimization on reddit. Most of it is tweaks to the config files, and some regedit changes to force high cpu prioritization (which is probably not helpful in your case).
Good luck on sorting everything out, believe me, it's worth it!
Edit: to clarify, it took me a lot of time adjusting settings and testing things to get the game to run so well, but my hardware is pretty old, and it's definitely worth it in the end.
