I mean, snowblindness is a thing, as is 'discomfort glare' from overly bright lighting, which can cause someone to close their eyes or otherwise hinder vision. Even people without clinical light sensitivity have limits on what their eyes can deal with as a sudden flash.
There is, of course, also secondary effects that can interefere with vision from a flashbang, such as concussion from the soundwaves.
