Operative and Rebel Voice For Insurgents

I just have a question to drop here real quick if someone can answer it for me.
What's the difference between the Operative Voice and the Rebel Voice for the Insurgents? I assume that the Rebel is supposed to just be like your average Insurgent while the Operative is like a foreign force helping them. But I can't tell the difference between the two other than that the Operative is a little deeper voiced. Is he supposed to be Iranian, Syrian, Turkish, Chechen, or what? If anyone could point this out for me, I'd appreciate it. It's not like it matters much, just something I'm curious about.

The Operative is more or less an older insurgent. That's pretty much it. His voice is deeper.

Rebel sounds a little younger.

Best way to sum up how I think of it (personal head-cannon, the conflict in game is fictional)

Operative is a grizzled insurgent. Probably has had a past in terrorist orgs like Al-Qaeda

Rebel is probably in it for some ideaology or anti-imperial "GET OFF MAH LAWN" such thing.
