That's an easy one, console release. They went with mod.io because it works with both consoles and PC, where Steam Workshop obviously doesn't.
Certainly not what I would have done, but that's why NWI did it.
The only time you will redownload a mod is when it has been updated by the developer. The servers I play on dropped a couple of the maps because they were updating multiple times a day. Hopefully when they get a little closer to finished they will get put back on.

We're currently performing tests but expect the download speeds to be broadly similar to that of Steam Workshop.
One thing to note though is that map files in Sandstorm are a lot larger and more detailed and so downloading a map for Sandstorm will likely take longer than downloading a map for Insurgency (2014) or Day of Infamy.
Regarding why we chose mod.io
Mod.io is developed by the team at ModDB.com (one of the websites where the Insurgency Mod originated way back in the early 2000's) their system has far more functionality than Steam Workshop and will grow with new features over time, we think it is the best PC modding platform right now.
Additionally, it also allows a lot of flexibility for the future when considering multiple release platforms. Having mods on one central service is far more convenient for mod creators than having to upload and maintain mods across multiple platforms.
A platform instead that is probably run out of someone's basement is chosen. The modding space is already struggling with new games not supporting the practice, viewing it as competition for in game content stores.
That's one way to make mods dead on arrival I guess, but at least the box got checked.
this is how it feels like right now, been trying to download a mod, and all of them dont even bother pass 5 MB out of the size.
This fellow ^^^ has it right. In Texas we'd call it slower'n calf slobber on a cold morning. However, NWI prolly has little if any interest in download speeds for modders.
Nope, hell no. Mod.io doesn't give a damn about "ISP / Location". I have a very good and fast internet speed etc. I can pretty much download very large whole games from Steam a lot faster than the amount of time INS downloads stuff from Mod.io. Needless to say, this is a huge issue with bigger mods on mod.io It's going to take forever to download. This needs to be fixed ASAP. Especially since lots of mods are being updated regularly given their early stages, the game is in constant 'Downloading *insert map here'. Lot's of mods need to be unsubscribed from due to this and lot's of server drop these mods. It takes too damn long.
It was pretty slow for me before the covid 19 situation so I dunno what the devs are talking about
