Character Customization In Offline Mode Gone?

Hi. So i'm not the biggest online gamer in Insurgency, more so i just play push or other gamemodes with bots. Anyway a couple of months ago i was able to customize my insurgent and security characters without the trouble of needing to unlock and purchase certain items if i was playing with no internet connection. However with in the last update the freedom is gone to do that even when playing offline, its locked as it would be if playing online. There probably not going to change this but is there any reason why they did it, just a curiosity more than anything. Still annoying tho...

yeah idk what it is tested it today no skins work in offline mode either, this is complete ♥♥♥♥♥♥♥♥ tbh.
