The AKM originally came first, but the Soviets saw the potential of a small, high-velocity round so they made the 74 and the 5.45x39 round and since then, their military has virtually traded all their AKMs for 74s.
In game, the AKM acts as a poor-man's weapon that is fairly reliable in killing players. It fires at a steady rate, has a fair bit of recoil and has a hefty round. Ontop of that, it has a lower point cost so it frees up space for other tools but is a tad bit heavier than most assault rifles.
The 74 fires at a faster rate, has lower recoil per shot, has more penetration(?) and definitely more velocity. It has a higher cost and lighter weight yet fires a round that has a lesser effect on the target. It is the go-to high end Insurgent assault rifle that many people prefer.
In the original Source game, the damage between the AKM and the 74 had a fine line. The AKM could kill in one shot while the 74 couldn't (or it could but it was more difficult or inconsistent). In Sandstorm, since the game's weapons across the board dropped in damage compared to the original game, I think the bullets to kill are insignificant just like 5.56x45mm in both the M4A1, G36K and to a lesser extent the L85 and M16 series.
The AKM is the improved version released after the Ak 47 to replace it, it mostly had production cost and weight improvements.
I guess the AKM is better because is lighter.
I would not call it an IMPROVED version...it's lighter yes, but that's pretty much the only improvement. The rest is purely economically, the fact that it can only be produced with machines while the original AK-47 can even be made by hand in any home. It's also a fact that the AK-47 is slightly more accurate than most AKM.
