Huge FPS drop/stuttering when moving mouse

I just got a brand new rig (I7-9700K, Geforce RTX 2070, 16GB DDR4 3000Mhz, SSD). The game gets good FPS, EXCEPT whenever I move the mouse, it suddenly drops from ~100 to ~20 FPS for a moment. It's super weird, if I just use keyboard to move around/look etc. framerate stays smooth.

I'm trying to figure out if there is some driver/software conflict that could be responsible. I should add that I had the same mouse on my old rig, and these massive FPS drops did not occur.

i force cpu priority to high and cap fps to 100, very smooth

some of our players have reported this but I have not seen it on my rig
