Oh yeah, I can agree with you there, he's honestly very very weak at the moment, he went from my favorite hero to my favorite hero who I never played.
The main problem with him is that, yeah, he has a lot of strengths, one of the best heals in the game, a fantastic damaging ultimate (with aghs) and also completely ludicrous magic damage, but he has so many weaknesses that it just costs far too much gold to shore all of them up.
An example of this would be armor. Huskar has, as far as I know, one of the worst agility gains in the game, and also has no starting armor. For a hero typically played as a carry, this is a huge problem, and costs at the most 1400 gold for a platemail, or 1100 for two Chainmails so you can start to be somewhat on par with other carries in the armor category. The problem with this is that while Huskar gets some much needed armor, it doesn't actually do anything else for him. It doesn't make him more mobile, and it doesn't help him kill anything better, all it does is make him take like around 25% less damage from Physical attacks. To top it all off, he doesn't have any other options than to get at least one plate/chainmail every game or else he'll be melted by 2+ heroes right clicking him at the same time, so that effectively puts him 1400 gold in the hole before the game even starts.
On a different note, he is an absolute monster in the laning stages, holy ♥♥♥♥. I would be genuinely hard pressed to find a scarier hero in lane at level 9. Don't even try trading hits with this guy, all he has to do is Orb Walk a hero (with base magic resistance) like 5 times and they're suddenly taking around 1000+ magic damage + right clicks from anyone else in lane. I genuinely dread laning against a Huskar, because unless you're watching your positioning at every moment, all he has to do is right click you a few times and squisher heroes absolutely melt.
IMO is the best item for massive DoT heroes like Veno, Sand King, Phoenix.
Seriously, this item can single handedly win the game with the proper heroes. Its why its my 6th most used item, with Radiance being 7th(i usually followup with a radiance if i didnt already have one)http://www.dotabuff.com/players/154715920/items
Or survability to get off another round of spells.
Plus the stats it gives are ass for the cost.

it's a very nice pickup, but few people get it because damage amp is really all it does, whereas things like euls give move speed and a cyclone, etc.
