When does a ring of regen overtake tangos for price efficiency?

Mango is basically a paid for single use arcane boot charge. Depending on your hero and what you are using it for it can outclass the regen rings tenfold as one way to think about mana regen is Max mana = Percentage regen% which basilius and CM combos really help with but barely work with low (early game or otherwise) total mana, or burst pocket mana usable by all but less relevant to later stages of the game excluding clutch moments.

I choose mango over clarity every time most situations, same way i would take salve over tangos unless i had a legitimate reason early on no to do so
