Bara charge is still the fastest. But to get a permanent ms which does not relys on "having full enemy team <50%" or "use this skill to get boost" - you can go with razor + sange&yasha + boots of travel for 521 (volvo, up it to 522 -_-) or death profet with travels + euls + yasha/manta for 522.

skywrath - 2nd fastest base ms
barathrum - nether charge goes somewhat over 522
bloodseeker - his passive enables him to go even over 1000 ms sometimes

and mentioned before storm's ultimate can be quite as fast

That said, a full team of low hp enemy heros can put Bloodseeker up to 1000+ movespeed
