Report a translation problem
Try something like O,P and see if it works if you have some country-specific key bound to it.
Ensure that the correct Audio device is selected int he voice tab. Ensure the Voice Volume in said tab is not at 0
Under Steam Voice Settings, re-test your microphone. Set Recording and Receive volume to half. Set a push-to-talk key.
Under Dota 2 Audio settings, uncheck both Open Mic. Set different keys (and not the same as the Steam Voice one). Set Open Mic Threshold to higher than 8%.
Uncheck Autodetect Audio Latency and Streamlined Push To Talk.
Check if you have other communication software running that might fight Dota 2 for control (TeamSpeak, Discord etc). - make sure you set up different keys for those and no open mic.
On Windows 10 I had an unusual bug where a Sound Recorder app was running in the background, blocking the mic. You should disable background apps that use your camera and mic (Privacy - Background apps) or disable access under Privacy - Camera - Let apps use my camera=No / Microphone - Let apps use my microphone=No.
As a last resort, Sound - Recording devices - Your Mic - Properties - Advanced - Uncheck both settings under Exclusive Mode and reboot.
In dota: --> options --> sound tab-->reset to defeault button.
Go to dota audio,push G to talk to team or set open mic.
