I've seen this more than once also, it is crazy, not exactly level 25, but at least 10 level higher than everyone else. One time a jugg got like that as well from jungling. I never bothered to check replay though, probably should have...

AFK farming in the jungle for the first 20 minutes does not really mean you are carrying, you have to actually have impact...anyone can click creeps.

Well the first step is to not feed her 20 kills. Also just roam into the jungle in the first few mins of the game, legion is super weak early and most jungle legions get super low while jungling (also they pay very little attention and are easy to gank because people never roam jungle early game). She has a early EXP talent and can farm pretty fast if you let her afk.

Pick a good ganker. I like Qop and Enchanteess. Always ward her jungle and constantly harassing her when she is jungling. You can also smoke and go together with your laning mate. Don't need to go for kill. Just harass her and put her hp down and back to the base. It will slow her item and exp.

Saw the replay, LC team has a Riki also, he is go around your carries in jungle leeching xp so your team sharing XP with Riki.
