Input LOCKED OUT at Main Menu!!! (Controller and Keyboard alike)

Once in the main menu I could not get the game to respond to anything! No keyboard selection, no mouse movements or clicks...nothing. I can see the cursor plain as day, but the game it will not budge from the initial "Offline Play" selection. I didn't have a particular data I was married to, so I uninstalled the game and DLC, then reinstalled the game and DLC. Same result. Cannot get any controls to register after clicking the "Press Any Button" in the initial load screen. This is also true when I launch the game from the desktop, and NOT via the Stream launcher.

I also attempted to plug in a controller and set the correct controller options from within Steam. When I launched the game I got the exact same results. The game recognized my button input on the load screen ("Press Any Button"), but then failed to work in the main menu. Its as if the game is expecting an input that it is not getting.

Ideas?

Notes: All Controller options are now off via Steam, and no controller is plugged in; strictly keyboard and mouse (technically a Wacom pad). I have been playing the game without issue this way since its first week of release. I do not have any other games in my Stream library to test, but I suppose I could download a F-T-P and test interaction if folks felt it necessary. Seeing as the game has this issue even when being launched outside of Steam, I would think it was an issue within the game or game settings themselves.

This is usually caused by an edit with data that the game can't find. The DLC Check routines completely lock up when they can't find what they're trying to check.

Any fixes for this? Mine is now doing this too, even on multiple computers

The fix is usually to identify and remove the offending edit.
