No, if the promotion is not included in the 16, the wrestlers in those promotions are excluded from the mode entirely.
This is more of an tycoon than universe mode. but Fire pro wrestling never needed hand holding like universe mode. Like g1, you start one and begin your roleplay experience by watching awesome simulated matches. Same goes for fire promoter. It is what it is. i would say i like what it has become over few years of playing it. Now i''m in year 4 and my rank is 5 (will increase soon) , few promotions have closed (bankrupt). My championships have prestige and only the best can win it. And trust me when i tell you, every number 1 contender had a good chance of winning the belt, while also making a story of it. Like climbing up from the jobbers pit back to the top.
After playing a few seasons this mode has let to us playing League mode instead of Fire Promoter Mode.
