The base game of Fire Pro Wrestling World is basically an updated Fire Pro Returns. If you're ok with just having Returns on the PC, sure, buy it.
The problem most people have is that they find the base game to be very sparse. The new DLC introduces new modes that give you purpose besides simming/playing random exhibition matches and it introduces exclusive part/move content that can lock you out of certain uploads on the Workshop.
Personally, I'd say that the NJPW Heavyweight DLC is essential. If you aren't willing to at least buy that pack, I wouldn't buy World and would stick with the older games.
The rest of the DLC is nice but it isn't essential.
Outside of the DLC for moves and parts (edit creation and download purposes), you can ignore the rest. The included DLC modes are pretty shallow and don't offer much in terms of challenge or longevity.
If you're not interested in spending a lot of time with it, the base game is just fine.
So, yes, you can live without the DLC, but, you'd be missing out on a ton of extra edit pieces (which really do add to the game), moves, theme songs, story modes, and official voice clips from the real-life Wrestlers themselves.
