I knew this was full of **** but realized this guy believed in the city of OZ so left it there glad people came out to call BS.
However, if you're intentionally prolonging the time that you are laying on the mat by holding the button, you WILL counter if they attempt to pick you up. It's been this way for a few games in the FirePro series now. Think of it as playing possum.
If they attempt to do a move to you before your "down timer" is up, it will be governed by the automatic mechanic....but if you're past your counter and are continuing to lay, the automatic mechanic is out the window.
