What you start with is pretty much your own blank canvas which you can fill up however you please. The robust character creation system, which includes fine tuning wrestler AI, lets players create pretty much anybody.
The community are hard at work creating just about every wrestler you can think of, so don't be put off by the small starting roster. You'd be amazed what the community can do with the edit tools and CPU logic.
If you want to use Workshop wrestlers, subsrcibe to them in the Workshop, then go to Edit>Team Edit>Transfer Wrestler and move them from "Retire" to another group. You can create groups yourself, too, which act as other pages in character select. To do that, go to Edit>Team Edit>Create Team. You have to create a promotion and then create a stable within that promotion before you can put any wrestlers in there.
Hope that helps. The roster this time around is pretty much crowdsourced by the Workshop community and you can find faithful recreations of previous Fire Pro roster members there, too.
When you go into edit mode and make a fighter, they'll default to "Retire", which basically means they won't show up anywhere ingame. You can move them to a promotion, SWA or any one you've created, by going to Edit Mode -> Edit Team -> Transfer Wrestler. I think you can also transfer SWA wrestlers to different promotions this way.
Note that you may need at least one stable in a promotion to do this. For example, SWA Babyface and SWA Heel are the stables under SWA.
First you should create a promotion, then a stable. Like "WWE" and then a stable "Males" or such in that promotion.
Then you move your Caws there.
It's a little bit complicated.
