Which weapon benefit the most with fear mod?

Probably the Coil Gun and Neurotoxin Payload Thunderhead? Both are very spammable and don't benefit too much from the competing mods (stun might be worth gambling on with Triple-Tech Chambers, and there might be reason to pick Damage Resistance at Full RoF with NTP, but most seem to prefer Suppressive Fire).

I can't recall having made much use of other fear mods - maybe some Boltshark builds, but the two other mods seem to be preferred in most builds, and I can say that it's less than useless with Cryo Bolt (presumably also with the very similar Fire Bolt).

Engi grenade launcher (wide splash fear) and driller's drills (rapid ticks with high chance of fear and stun) are best sources of fear imo.

But they have it by default tbh.
Fat Boy PGL, if you consider the fear of team killing it induces to some.

Fear is only practical for builds with DoT. The only three builds would be the Autocannon /w Neurotoxin, the PGL /w Phosphorous rounds. (I.e. clean sweep, RJ250, Packrat), and the Coilgun /w Hellfire. Inflict the DoT then have the bugs scatter and go non-combatant.

Beyond that, close range where you want an option that can create a bit of space. This would be other Coilgun builds, and the Boomstick.

Builds where Fear is counter-productive - Basically every Boltshark build except possibly Bodkin Bolts. It doesn't complement any of the special bolts, and works against many of the Overclocks where you want targets clumped up as the DoT options are quite weak without something like Conductive Thermals.

Agreed on the drills. They're a great panic button and pressure relief tool. I haven't really noticed the PGL fear having much impact (so much so that I frequently forget it's even a thing that exists), but I mostly run RJ250 so maybe that's more my use case than the weapon itself. Coil gun is also a great fear tool, but I almost always swap it over to stun if I'm working in a group. Too many loadouts benefit from clustering bugs together for me scatter them every couple seconds.

As someone who regularly runs NTP Thunderhead on Gunner, I really don't feel its fear is very effective. I'd consider dropping it, but the other two options don't have great synergy with NTP, either. Every other overclock I run damage resistance in that tier.

I enjoy how drills just stunlock and paralyze any kind of praetorian.

Last time I ran NTP, I found it pretty convenient to be able to make enemies not come for me for a short while. Sure, it's inconsistent, but the Thunderhead has plenty of ammo and is very spammable, so you should usually be able to fish for neurotoxin and/or fear procs with impunity.

Outright killing enemies would've been better, but I don't think it's possible to get that without sacrificing NTP's excellent ammo efficiency.
