It's from a year ago, but it'll help you anyway.
For perk points, try playing different missions and different classes. Maybe buy some cheap weapon mods and cosmetics even if you don't need them.
But you can see your progress at the terminal and see how many missions of what type etc.
Early on, variety will help you a lot do different mission types, and look for extra hazards like cave leech clusters (there are perks for doing X amount of every mission type and haz modifier)

There's a perk where you get 100% Accuracy on the first shot. Is there a cooldown to it or do I just Tap Fire (aka Alternator Tap Fire) to keep proccing the perk?
So basically I just have to wait for the crosshair to reset back to normal then fire again?
As I understand it, it basically just makes the AR's spread 0 to start with, so yes; if your crosshair has stabilized you should be good to go.
