Worth it? No. It´s stupid. Ideally you want to merge chips to get +6 ones. Extra credits if you had the luck of finding diamond chips, as you can have +6 chips smaller than 15 slots.

Bottom line: like the effect? Merge chips always.
But generally the effects of the same type do stack.
And no, you should NOT always merge chips. I would even dare say that you should never merge chips unless you have at least a basic understand of what you're doing.
Rule of thump: Only combine Chips which have the Diamond mark on them. Those are "optimal" chips (=> minimum amount of capacity used for the chip of that level).
There are some excetions (like a lvl 0 4 Chip can be merged with a lvl 0 5 chip which will result in a lvl 1 5 chip which is the same as when you merged two lvl 0 4 Chips. But that is not always the case).
71-73 shockwave dmg (1x +3chip) more than doubled to 165-170 by adding 2x +1 chips.
It actually seems pretty decent on 2B so far.
