The European age rating, 18. Wait what?

So yeah, what? This is a game about fighting robots right, as an android, I’ve got that correct right. Soooo why is the PEGI rating an 18, you know it’s highest age rating. For violence…. Against robots…. What? I’m sorry does anyone see my problem here.
Since when was violence against a machine the exact same as violence against an organic, or living being. A game like fallout makes sense the rating of 18, blowing up heads with lots of blood and organic matter, exploding bloody bodies etc A machine, OH NO IT SPARKED, SHIELD THE CHILDREN’S EYES.
You see my issue here right, from what’s been seen so far is there anything that indicates highest age rating worthy content.

1) 18 ratings aren't that uncommon in Europe. We don't ban 18 rated titles from consoles (and Steam until very recently) like the yanks do.

2) As kirokito hinted at, the story involves mature elements.

3) The previous Nier title was PEGI 18, so why are you surprised?

I've not looked much into Nier (the first one) so I didn't know. Given from what I've seen I was under the impression that it would be a 16 at most, however if it is dealing with mature theme then the rating makes sense.

I think sex is more acceptible here in Europe, I recently learned that Mass Effect Andromeda is actually going to have nudity in it and it's rated 16.

The ridiculous sexiness of 2B isn't the reason for the rating nor is the violence. The story is quite mature and deals with some seriously heavy and dark stuff.
