Alternatively, you can leave this setting alone and instead setup zones on the map. In the server settings go to customise. This will show you the world map.
You can then create zones or regions with certain rules, if you so wish to have a certain area or region as say a PvE zone (by creating the rules of what you want) and the remainder of the world as PvP with build restrictions.
They even added some new ones recently.
That's for official servers tho.
Private server owners can just turn base building restrictions off, but even then, as Ron stated, you just can't build in pre-fab buildings.
Only put some chests inside and lock the doors (not all tho) and close open windows, that's it.
What you could do is to include such a pre-fab in your compound, basically build walls around it, but then again, only if the server runs with build restrictions off.
Simple put - if your flag blueprint is red, it's not possible to build in that area.
What Andi has said above is true if you are on official servers.
