base building in city

i cant seem to place down a flag on and outside of a building thats being built as it has a bunch of floors and empty rooms are we not allowed to build bases in city's?

It's a game setting that needs to be changed (ini file) but even then, some buildings can't be built in.

You can build (ie plant a flag) in cities/towns if you select the option in your server settings. the setting you're looking for is located in the General menu and about 3/4 the way down called 'use map base building restriction'. Turn this off and you will be able to build in towns with flag buildings and furniture.

Alternatively, you can leave this setting alone and instead setup zones on the map. In the server settings go to customise. This will show you the world map.

You can then create zones or regions with certain rules, if you so wish to have a certain area or region as say a PvE zone (by creating the rules of what you want) and the remainder of the world as PvP with build restrictions.

If you're on an official server, there's many no-no build zones.
They even added some new ones recently.
That's for official servers tho.
Private server owners can just turn base building restrictions off, but even then, as Ron stated, you just can't build in pre-fab buildings.
Only put some chests inside and lock the doors (not all tho) and close open windows, that's it.

What you could do is to include such a pre-fab in your compound, basically build walls around it, but then again, only if the server runs with build restrictions off.

Simple put - if your flag blueprint is red, it's not possible to build in that area.

Apologies, my reply is relating to if you're playing single player or you are playing on a private server in which you are an admin.

What Andi has said above is true if you are on official servers.

Wow, I didn't know they added a simple way but I don't own a server and never have played SP. Kudos Dev team!

I think It's a server settings thing.
