When it says it consumes 2 ammo it means that it is twice as costly to fire.
2. Still not sure about thw two bullets question. Can anyone please clarify?
If you have a clip of 12 bullets and you pull the trigger once, two bullets fly out leaving you with 10 left in the clip. So a 12 round clip actually only gets "6" shots.
The example above:
Damage: Two rounds fired, at 42 damage per round. Damage for each round is calculated individually, but the baseline would be 84 points of damage.
"Consumes 2 ammo per shot." is exactly what it means. It takes two rounds from the magazine to fire, which means that while the is set at 86 rounds, it really is only good for 43 shots.
The "Consumes X ammo per shot." tends to show up on rifles that fire explosive rounds too in an effort to help balance out the damage/utility versus resource cost. This essentially allows for weapons to behave like a hybrid without being too overpowered. (Imagine having an explosive rifle that fires 30 rounds in a magazine at 1:1...)
