The game is giving you a choice between a shotgun and a sniper, so you can choose whichever you prefer the most. If you prefer close quarters then go for the shotgun, if you prefer longe range combat then go for the sniper. It really is that simple.
Both will disappear after you progress the story to three horns sadly.
That is why i am saying - how should we know whom he should give the fur to as the choice is shown and made clear ingame - with that ifnormation all we can say is: "Give it to anybody".
Speaking personally, I pretty much always take the Sniper.
You'll very likely be replacing it with a better gun before you get to sanctuary no matter which you choose. Seriously, when it comes to green weapons don't stress about the choice, you won't be waiting long to find a replacement.
