However, be noted that the DLC you and your friend have would not be the same, so you cannot accsess some DLC maps that your friend have. Also the level cap is not same (61 with UVH pack 1, 72 with UVH pack 1+2), so if you are looking to extend your gameplay, I'd recommend buying UVH pack 2.
The Handsome Collection has Everything. The GOTY has almost everything. The GOTY package does not have any of the content developed and released after the GOTY was released.
You will both need to have the same maps / DLC's installed to be able to play there.
The Vault Hunter Upgrade Packs are a bit different. Ideally you both have both of them (ho ho?)
If you only have the 1st one which means a level cap of 61, but your friend has #1 and #2, you will still be able to level up to 72 if you play in their game. Their game, so their rules etc.
You will NOT be able to do the OP levels though. Digistruct Peak is included in the Vault Hunter Upgrade Pack #2, so you both need to have it installed.
Similarly any of the DLC weapons. You need to own that DLC to be able to use them. If you don't own Scarlett's but someone drops you an item from that DLC, you can pick it up and own it, but you will not be able to equip and use it.
