SKIM64 won't start
When I download the SKIM64 executable and launch it, I don't get a window asking what I game I want it to target. I tried a number of things, even got the Special K injection Frontend but I still can't get anything that helps me put mods into the game.

Does anyone know what I might be missing?

I should also add that I tried to launch in administrator and in compatibility mode.
Try the version from here:
https://wiki.special-k.info/en/SpecialK/Custom#install-type-skim

Note: make sure to select tales of berseria in the window that comes up

Valve changed the format for games not installed to the same drive as Steam years ago.

For SKIM to detect Tales of Berseria, you need to install it in the same drive where Steam is installed. Default directory is:
C:\Program Files (x86)\Steam\steamapps\common\Tales of Berseria

If Berseria is installed somewhere else, simply move "Tales of Berseria" directory from the other location:
1) In Steam Library view, right click on "Tales of Berseria".
2) Choose "Properties..."
3) Click on "LOCAL FILES" tab.
4) Click on "Move install folder..."
5) Choose the drive where you have installed Steam (in my example, default drive is C:).
6) Click "Move".

How to install "Tales of Berseria Fix":
1) Download "SKIM v0.7.5.15" from https://wiki.special-k.info/SpecialK/Custom#install-type-skim
2) Run SKIM64.exe
3) Choose "Tales of Berseria Fix" from the list.
4) Click on "Install"

After you've done installing the fix. You can simply move its folder to your desired location by doing the steps mentioned above.

It still wont start. It says that i can't move the folder, no "Move Install Folder" Button is there. Also, I can't tell if my game is in the default drive to begin with :(

In the Local Files tab, you should be able to see "size of local files" and the drive where TOB is installed on should be displayed next to it. You can also press "Browse..." button and see what directory it opens.
