Report a translation problem
Ocasionally I will hear 1 or 2 other people, but it's rare.
Same as you; I see their name pop up, but don't hear anything. Although one time I died while someone was talking, and when it went silent i could BARELY hear something. I mean, I couldn't make out anything, only that i heard a voice muffle so it could be all the VOIP volumes are supremely LOW.
I tinkered around trying to fix or adjust settings. Nothing worked. I have a lot of hours in this game, and it only just started happening so it has to be patch related.
it sucks tho! cuz i love role playing this game... Like i'm some gaht damn Sarge who been in country just a tad too long.
New guys would probably appreciate it over the crying they are hearing now... you know the kind. The ones crying and complaining because their like, you know --- new .... to the game.
The game is fun asf. A hidden gem. But it does take a few hours to get past the feeling of getting your balls kicked in all the time. No VOIP, Lag issues, the cry babies crying about the new breath of life to the game. I just hope these issues aren't leaving a too strong of a ♥♥♥♥ taste in the newbs mouths.

There are two known workarounds to deal with the current VOIP problem.

The second workaround involves disabling all microphones except the one you want the game to detect and use. This can be done in one of two ways.
Method 1: In Windows 10, go to the Settings app. Inside Settings, go to System, then Sound. Under Manage Audio Devices, disable all Input devices except the one you want the game to use. Make sure that the one remaining Recording device there is both the selected Audio and Communication device.
Method 2: For more granular control over this, go to the Sound Control Panel in Win10's Sound settings and disable all Recording devices except the one you want to use.
Additionally, for Windows 8.1 and Windows 7, you must use Workaround 2, Method 2 by going to the Control Panel and going to Hardware and Sound(Just Sound if in List View).
