Just jump on a rock. That is how you defeat most mutants in a nutshell. Just don't stand on the edge, otherwise they can still nip you.

Rocks are good. Also learn to use a good shotgun.

Using a assault rifle that has controllable recoil in full auto, high ROF and decent hip fire accuracy could be a good choice.

For regular dogs, playing recon, pistols have a very high rate of fire and reload very fast. Pseudodogs are harder to put down quickly and far more dangerous so I don't take chances with them unless I'm on a rock or some other elevated position.

Nah, the GP100 is a lot better. Generally one shots the normal dogs.

I prefer GP100/MP-412 as a starting or a backup weapon only, but Saiga is my favorite for (almost) every situation. It's an amazing semi-auto shotgun with buckshots which can be turned into a quasi-DMR. Not to mention you can attach a PSO to it. Sucks that there's no threaded barrel upgrade, uh.

You can attach a suppressor to the saiga. It's probably a bug, but it takes the 9x39 caliber one (PBS-6).

I like the GP100 because it weighs half a kilo.

Um.... just shoot it? Been a while since I played Misery, but I have no memory of normal dogs being even remotely an issue. Did they make them spongy or something?

I noticed that packs of dogs in SoC would become less agressive the more you killed in the pack until the last one would run away rather than attack you. I've never seen that behaviour since and dogs will attack you even if they are alone in CoP. They make good target practice because if you can headshot a dog while straffing taking it out with one round you are well calibrated. It takes some practice but you can learn to move in time with the dog so you can target it but the best action is to run away so you create some distance and it always helps to know where the nearest high ground is. When you get bitten by a dog it stop you from sprinting so if you are trying to run away you have to keep hitting the sprint key to counteract being bitten. This can make all the difference in getting to safety and being devoured by rabid hounds.

Dogs will start circling you so if you get caught up you can rely on this behaviour and it should help you target one. I've noticed mutants stick to their own area on a map so if you run away for long enough they will eventually stop pursuing you and turn around. A mod that makes mutants chase you all over the map without any invisible boundries would be interesting.

Another good tactic with dogs and packs of mutants in general are grenade launching rifles. A single M203 or Vog-25 can save you hundreds of rounds of bullets but this can be a waste if you could have avoided the dogs in the first place.

Just jump to the side or find a wall so that they can't circle around you. As a side note, chimeras will fail to kill you if you hug a tree.

Keep in mind that the OP specified the misery mod, which is not comparable to baseline CoP.

Hydra shock 45.acp works well for them, Nimble has a chance to selll a really good 45. one which is great for both dogs and any other mutants, they have a high chance of a 1 or 2 shot kill on any mutant thats not a chimera, burer, controller or pseudo
