Just give up on Steins;Gate if you somehow found another plot hole in it. It's a very deep novel, where every major question has its answer and everything has a meaning.
So everything is possible, but in the original VN and anime adaptation Moeka is a simple warrior, well trained and equipped warrior, she's higher than simple thugs, let's say captain, but lower than FB, and FB himself is pretty low. Just simple mercs, disposable units, in SERN's scale.
So you missed the part where she takes Suzuha down, who is a seasoned soldier herself?
Maybe that`s in the anime, but I don`t recall that happening in the VN
Yeah, that didn't happen in the VN: Suzuha and Moeka end up in a standoff situation where they point guns at each other. But it's not necessarily because Moeka is as skilled as Suzuha, since Suzuha has achieved her goal to allow Okabe to use the time leap machine.
