You'd have to dramatically rechange not just the game itself, but the very concept, to allow for a second person to be involved doing stuff as well. Lot to mention change how skills work.
Instead, they'd probably want to make a brand new game, focusing on multiplayer. But cause of the focus, have the mechanics infinitely much harder because you'd have 2 people and hands on the job, instead of just one.

try visiting their museum, helping out with digs , helping with the restoration of a tank.
maybe even test drive / race or compete on the proving grounds who can shoot better with the same tank etc.. plenty of possible things to do.
