"As a helicopter's blades spin, they create a force called lift that allows the helicopter to rise into the air. A helicopter's rotors perform the same function as an airplane's wings. In addition to the rotors on top, helicopters also have a rotor in the back. The rear rotor can face different directions, allowing the helicopter to move forward, backward, and sideways."

the helicopter knows where it is, because it knows where it is..

you research helo special project

that unlocks helos to build

you then have to research the specialist companies that use helos those are helo recon, helo field hospital, helo logistics

The first helicopters in the modern sense (not fiction stuff like Da Vincis concepts) were developed in the 30s, considering the other unhistorical possibilities of HOI4, helicopters are by far one of the more believable ones.

The Sikorskys look pretty close to modern designs.

The Kaman K-MAX is also just a modern version of the Flettner Fl 282

Update:

They don't. Did you seriously thought paradox would make an effort?! Hahahaha

Its just higher stats and a little bonus for certain support companies (recon, logistics) so see it as a higher tier of logistics company for medical/supply and recon.
