From the article, the French had the 4th largest navy in the world with 3 modern battleships, 5 dreadnoughts, 1 carrier, 1 seaplane carrier, 7 heavy cruisers, 11 light cruisers, 32 heavy destroyers, 38 destroyers, 80 submarines, and 65 sloops.
Even if you factor that the game doesn't count sloops, dreadnoughts, and seaplane carriers, France has 18 less destroyers, 4 less light cruisers, and 23 less subs in the game than it had in real life.

The Royal Navy was the largest in the world in 1939 with 15 battleships and battlecruisers plus 5 more in construction, 7 carriers plus 5 more in construction, 66 cruisers plus 23 more in construction, 184 destroyers with 52 under construction, 45 escort and patrol vessels plus 9 under construction and 1 on order, and 60 subs plus 9 under construction. The HoI 4 wiki doesn't list how many ships of each type the UK starts in the game and I haven't played them yet, so I can't make any direct comparisons, but it looks like the UK has fewer ships in the game than it had in real life as well.
After the Fall of France, the fleet remained under Vichy Control and as such technically neutral.

The nazis did indeed try to seize the remnant of the French fleet in 42 at Toulon, but the French managed to scuttle the fleet before the germans took control of the harbor (Opening fire on panzers with ship mounted cannons...).
