No Winter War?
I am on the verge of finishing a playthrough as Germany (currently 1944) and I noticed that the Winter War never occurred for the Soviet Union, the Soviets also never invaded the Baltics (Which they have done every game I have played so far other than this one).

So what makes the Winter War/Baltic Wars start?


Extra Information:

The Soviet Union was not at war at all during the game other than in 1943 when I declared war on it.

Finland was never involved in a war the entire game

The USSR can get claims on Finland. If they decide to justify a wargoal, then they will get a event that will trigger the winter war.

More or less how it starts.
