Because that's how India worked.

And Paradox did this to give the AI a better fighting chance in some areas. Japan's puppet was annexed, because it was making Japan lose too easily.

yeah but in past hoi4 it was always a colony and thats how india should be an intergrated part of the empire not dominion or puppet just part of the empire but i just wanted complete conrol cheers all

Ah thats pretty cool dude and you houlld make a mod to make all commonwealth nations briatains puppets basically

the reason they probably changed it is that most people don't realize India was mostly independent or in the stages of becoming independent shortly before WW2 began.
India because of Gandhi and his movement. Yes during the war things changed somewhat as the British imprisoned many of the leaders and such in India but this starts before the war at least usually.

I don't really agree with a mod giving you control of all of the commonwealth nations. While i understand it is a mod and it is people's choice to get and use it. In the end it would in my opinion make the UK and almost unstoppable force with the ability to at least rival if not far surpass even the United States in industrial power and everything. While I know mods are to make things different and all but to me that is just a way to give your self and immense amount of power as if you think of it that would include most of if not all of Africa, Australia, Canada, New Zealand, India, and probably a few other nations that I can not think of at the moment.

No Raj gives then UK total control of India but adds a India(Pakistan, Bangladesh and Burma to come soon) as a country which can revolt with Japanese support. Britsh Dominions just adds Austalia, New Zealand, Canada and South Africa as puppets.
